As candidates across Illinois begin to pick up election packets and circulate petitions for local government seats in the April 1, 2025, Consolidated Municipal Election, these Quad Cities election authorities have released details about the process:
City of Rock Island
Campaign packets became available on Tuesday, July 30, for Rock Island residents interested in running for the following seats that are up for a vote in this municipal election: mayor and Rock Island City Council in Wards 1, 3, 5 and 7.
Those seats are currently held by Rock Island Mayor Mike Thoms; Ward 1 Alderman Moses Robinson, Ward 3 Alderman Kevin Maynard, Ward 5 Alderman Dylan Parker and Ward 7 Alderman Bill Healy.
Candidate packets are available at the Rock Island City Clerk’s Office. It’s located on the first floor of Rock Island City Hall, 1528 Third Ave. Packets can be picked up or turned in during its regular business hours. They are 8 a.m. to noon and 1 p.m. to 5 p.m. Monday through Friday. The packet includes general election information and the forms needed for nomination.Â
All elections in the City of Rock Island are nonpartisan and do not require party affiliation.Â
The Consolidated Primary Election will be held Tuesday, Feb. 25, 2025, to narrow the field for the April 1, 2025, election if there are more than four candidates running for the same office.Â
Filing for all candidates begins on Monday, Oct. 21. It will run through Monday, Oct. 28.Â

City of Moline
The Moline seats up for a vote inn the April 1, 2025, municipal election are mayor and city council members in Wards 2, 4, and 6 as well as alderperson-at-large.Â
All are four-year terms that will begin on May 1, 2025.Â
In addition to current Moline Mayor Sangeetha Rayapati, incumbents in those seats up for election are: Alvaro Macias, Ward 2; Matt Timion, Ward 4; Dan McNeil, Ward 6; and James Patrick Schmidt, at-large.
The primary election, should it be necessary, to fill the positions in Moline’s nonpartisan Municipal Election is Feb. 24, 2025.
Moline residents interested in becoming candidates to serve on the Moline City Council can find election packets online here. They also are available for pickup at the Moline City Clerk’s Office, 619 16th St., Second Floor. Â
The packets include information regarding the 2025 election and required candidate forms, and petition circulation information. Key requirements in this city include the following:
- Sixty-four signatures are required per candidate, per office.                     Â
- Petition filing begins at 8 a.m. Monday, Oct. 21, and ends at 5 p.m. Monday, Oct 28.Â
- All forms submitted for candidacy are considered public record and will be available for public inspection upon filing.

Black Hawk College Board
Candidates interested in running for the 2025 Black Hawk College Board of Trustees can begin picking up nominating petitions and other election materials from the college beginning Tuesday, Aug. 20.
Petition packets will be available in the Office of the Executive Vice President in Building 1 at the Quad-Cities Campus, 6600 34th Ave., Moline, and in the Administration Office in Building A at the East Campus, 26230 Black Hawk Road, Galva (five miles south of Kewanee). Office hours are 8 a.m. to 5 p.m., Monday through Friday.
There will be two six-year terms up for election on the Black Hawk College Board of Trustees. The two trustees whose terms expire in 2025 are: Douglas L. Strand, East Moline, the vice chair; and Kimberly D. Goodley, Annawan.Â
The college district includes all or part of these nine counties in west central Illinois: Bureau, Henderson, Henry, Knox, Marshall, Mercer, Rock Island, Stark and Whiteside counties.Â
Nominating petitions may not be circulated until Tuesday, Aug. 20. Completed petitions may be filed beginning at 8 a.m. Tuesday, Nov. 12, through 5 p.m. Monday, Nov. 18, in the Office of the Executive Vice President at the Quad-Cities Campus on the Moline riverfront.
