Four Quad Cities area social service agencies are among 42 Iowa agencies to receive Iowa Finance Authority (IFA) funding to provide assistance to the homeless.
The IFA announced Wednesday, Nov. 5, that its board of directors has approved more than $5.7 million in grants. They will help support the agencies with their homelessness assistance initiatives in the 2026 calendar year.
“Iowa’s greatest housing needs include support for individuals with the lowest incomes who are at risk of homelessness,” Iowa Finance Authority Director Debi Durham said in a news release. “Through strong partnerships with homeless service providers across the state, these awards will support many Iowans in their time of crisis and on their path to housing stability.”
The competitive funding is made available through the State-funded Shelter Assistance Fund (SAF) and the federal Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs.
The recipients in the Quad Cities region include:
- Family Resources, Davenport – $38,775 (SAF) and $57,138 (ESG).
- Humility Homes and Services Inc., Davenport – $150,000 (SAF) and $50,000 (ESG).
- The Salvation Army Quad Cities, Davenport – $125,000 (ESG).
- YWCA Clinton Empowerment Center – $19,726 (SAF) and $83,725 (ESG).
The Iowa Finance Authority conducted competitive application processes for the ESG and SAF programs. HOPWA funding is distributed by formula based upon Iowa Department of Public Health data. Applications were scored in several categories, including program design, experience and capacity, community partnerships, performance, budget and grants management.

About ESG programs
The primary purpose of the federal ESG program is to help Iowans and their families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness. Eligible services include: rental and other emergency financial assistance, street outreach, case management and supportive services. It is administered by the U.S. Department of Housing and Urban Development and the IFA in Iowa. More than $3 million in 2026 ESG funding was awarded to a total of 27 agencies across the state.
The SAF program provides assistance to help with the costs of operations of homeless and domestic violence shelters, essential services for individuals in shelters as well as evaluation and reporting services.
A total of 22 agencies shared in more than $1.4 million in 2026 SAF grants.
