Davenport City Administrator Doug Maxeiner announced on Monday, July 21, that he will resign from his position, citing significant health issues, according to a news release issued by the City of Davenport.
In a letter to Davenport Mayor Mike Matson, Mr. Maxeiner stated that his last day on the job will be Wednesday, Oct. 1. Mr. Maxeiner has been Davenport city administrator since last October.
“It is in the best interests of Davenport, as well as my family, to step away from the City
Administrator role and to focus on the personal challenges ahead,” he wrote in his letter of resignation. “Being appointed to this position for the City of Davenport is a highlight of my career, and I have cherished my time here. I wish the best for the City of Davenport moving forward and regret not being a part of its future successes.”
Mr. Maxeiner intends to remain in his role for 11 more weeks to facilitate the city administrator transition and complete the hiring processes for the new Davenport fire chief and IT director, the release said.
He joined the City of Davenport last fall bringing with him 32 years of experience in local government management including with the cities of East Moline and Moline.
“I am very saddened to hear about Doug’s health concerns and want to extend my well wishes to him and his family,” Davenport Mayor Mike Matson said in the release Monday. “I am grateful to Doug for his service to the City of Davenport and his willingness to work with everyone to move our City forward.”
Marion Meginnis, Davenport City Council Ward 3 council member, told the Quad Cities Regional Business Journal this about the administrator’s resignation: “I am saddened to learn of Administrator Maxeiner’s decision and wish him the best. I have enjoyed working with him. I’m sure in the coming days, the city will focus on a plan to ensure a smooth transition.”
The Davenport City Council approved hiring Mr. Maxeiner back on Sept. 25, 2024, voting for a three-year employment contract. His base salary was approved for $220,000 a year.
On Monday, the city said that City leadership, under the guidance of the Davenport City Council, will discuss plans for interim leadership and begin an executive search for Mr. Maxeiner’s replacement.
With more than three decades in local government management, Mr. Maxeiner recently served as city administrator in East Moline from 2019 to 2023 and in Moline from 2017 to 2019. He also served at the city/village administrator level in Wauconda, Hampshire, McHenry, and Marengo, Illinois.
Mr. Maxeiner earned his bachelor’s and master’s degrees in political science from Eastern Illinois University. He also holds a master’s degree in public administration from Northern Illinois University. His professional affiliations include membership in the International City Management Association (ICMA) and the Illinois City/County Management Association.
