The Moline Regional Community Foundation (MRCF) has announced a partnership with The Porter McNeil Foundation, created in honor of the late Quad Cities civic leader.
Through the newly created fund, MRCF will help carry Mr. McNeil’s legacy forward by providing scholarships to students and emerging leaders committed to service, education, and civic engagement. The scholarships will be available to area high school seniors pursuing careers in civic leadership, public policy, public service, or journalism.
Mr. McNeil, a lifelong Moline resident, died Sept. 12, 2025. His career of civic service to the nation, the state and Moline was so extensive, Illinois Gov. J.B. Pritzker issued a proclamation calling him “Mr. Moline” after his death at age 65.
A graduate of Macalester College and the University of Illinois, Mr. McNeil dedicated more than a decade to public service in and around the Illinois Statehouse. He was a strong advocate for economic development, civic engagement, and ethical, responsive government.
Known as a mentor, listener, and advocate for fairness, he encouraged others to engage in public life and lead with empathy. He believed deeply that small, sincere acts of service can create lasting change.
“My dad was the biggest advocate for Moline, he bled Maroon,” Jack McNeil said in a news release Friday, April 24. ”He also never gave up on the idea that public service can be virtuous, and through his years of mentorship, he showcased his passion for youth and community collaboration.
“By partnering with the MRCF, we can ensure the foundation is built for the long haul, to deliver the biggest impact possible,” he son said.
The McNeil foundation honors his legacy not only as a memorial but as an active effort to inspire the next generation of leaders grounded in kindness, fairness, and accountability.
