The Moline Public Art Commission is calling for artists or design teams to assist it in creating a new public art installation to go outside The Q Multimodal Station in downtown.

The project invites artists to present ideas to transform the grassy plaza and surrounding structures at The Q into a distinctive destination for residents and visitors alike. The Q is located at 1315 4th Ave.

The future art project is a partnership between the art commission, MetroLINK and Quad City Arts.

“With this initiative, we aim to reimagine what public spaces can be,” Jeff Dismer, the art commission’s chair, said in a news release announcing the request for quotation (RFQ). “This project exemplifies the power of art to create vibrant, inviting environments that reflect our community’s creativity and aspirations.”

The City of Moline has contracted with Quad City Arts to manage the selection process, coordinate with the chosen artist or team, and oversee the project.

This initiative is part of the Moline Public Art and Placemaking Plan. It was adopted in 2021 to integrate public art into the city’s landscape. The plan was developed by Renew Moline and the City of Moline. It reflects community input and supports economic development and urban design goals.

“Public art has the unique power to transform spaces into experiences. This public art installation is more than just a creative endeavor; it’s a true placemaking project,” Kady Derbyshire, Quad City Arts interim executive director, said in the release. “Public art has the power to shape how people experience a space, turning it into a hub of connection, creativity, and community pride. It’s a reminder of how art can shape the identity of a community.”

Art budget $300,000

Supported by a $300,000 budget, the latest new installation will be an all-weather, outdoor piece. Artists are encouraged to include lighting and interactive elements to promote community engagement and dynamic experiences.

More details on the project and qualifications can be found here. Artists must meet specific criteria, including prior experience with large-scale public art projects.

The site for the art installation is a portion of a triangular piece of property located to the east of The Q Multimodal Station and south of the railroad tracks.  A tall tower is located in the center of the site. It contains stairs and an elevator that accesses the skybridge over the rail line connecting The Q and MetroLINK Centre Station to the north.

The Q, a former warehouse, has been renovated to accommodate future passenger train service to the Quad Cities.

“At MetroLINK, we believe that public transportation is more than just moving people from point A to point B; it’s about enriching the journey and the spaces we share,” Jennifer Hirsch, MetroLINK’s manager of administration, said in the release. “This art installation at The Q Multimodal Station embodies our commitment to creating vibrant, engaging environments that reflect the cultural heartbeat of Moline. By integrating art into our transit spaces, we aim to inspire and connect individuals, making every trip a more meaningful experience.”

Artists interested in submitting an RFQ for the public art project must submit a proposal by March 3, 2025, at 5 p.m.  For inquiries and more information, contact Quad City Arts at [email protected].
