
The Hilltop Campus Village (HCV) in Davenport is moving forward on its neighborhood master plan project and now is looking for the community to weigh in on it.
The master plan project is key to the future of the organization and future development in the central Davenport neighborhood.

The goal of this document is threefold: to be used as a blueprint for the future of this important corridor; to be used as a development and investment tool to entice interest in the Hilltop; and to be used as a tool for the Hilltop Campus Village Main Street organization that it can measure success with, according to Hilltop Executive Director Brian Kramer.
“Since last summer we have been working to put the pieces together to move this project forward,” he said. “We are still waiting for some cushion funding, but are excited to move this project forward so that we have something to share with the public next summer.”
During Hilltop’s annual meeting last August, Mr. Kramer pointed out the need for a master plan to better articulate its goals, hopes and planned projects for the future.
“The goal of the (plan) would be to really articulate the vision and goals the neighborhood should share over the five to 10 years. The HCV has not engaged in this kind of planning since its inception in 2009. By creating this document, I hope to really articulate the kinds of projects we need to really upgrade the neighborhood for investment and development,” Mr. Kramer told the Quad Cities Regional Business Journal last fall.
The Hilltop Campus Village has secured funding from the Hilltop Business Association, Ascentra Credit Union, National Trust for Historic Preservation, and the Regional Development Authority. It has hired East Moline-based Streamline Architects to facilitate and create the master plan.

One of the first steps in this process is community input. The Hilltop’s Steering Committee will be circulating a survey to the community in the coming weeks and is asking the community to provide feedback. The survey will be circulated through stakeholders and area organizations.
“So please, if you see a sign with the QR code, or you receive a link via email, please take a moment to fill out the survey and provide us with your thoughts,” Mr. Kramer urged.
The Hilltop is circulating the survey throughout February. After the data is collected, Hilltop will engage the community in a number of charrettes (focus groups) to formulate and articulate a The HCV stretches from Fifth to Lombard streets and is sandwiched between Ripley and Perry streets. It also encompasses all of St. Ambrose University and Palmer College of Chiropractic.
