Downtown EM open for business despite street construction

East Moline Revitalization construction 15th Avenue greater downtown

Quad Citians hoping to make their way to downtown East Moline are urged to continue to visit area businesses now that the next phase of construction has begun on the Greater Downtown East Moline Revitalization Project.

The current phase began on Monday, July 14, on 15th Avenue between Sixth and Seventh streets, a project news release said.

That work follows the initial groundbreaking for the ongoing streetscaping and pedestrian and bicycle access work. It began in April at and near The Bend on the Mississippi River. Construction work includes the area north of 12th Avenue between First and Seventh streets.

While revitalization work continues, here’s what visitors to the area can expect:

  • 15th Avenue will be closed to traffic between Sixth and Seventh Streets.
  • Sidewalks will remain open for easy access to businesses.
  • Street parking is available one block away at the free public lot at 649 15th Ave. (Drivers can gain access from the alley north of 15th Avenue.) This section of 15th is expected to be complete in mid to late September.

These and other upcoming downtown projects are being made possible by a hard-won $23.7 million federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant. With it East Moline leaders aim to build upon the city’s 2020 Master Plan. It includes improving connectivity, safety, and accessibility between 15th Avenue, The Rust Belt, and The Bend.
