CASI to close Jane’s Place, senior advocacy program

The Center for Active Seniors, Inc. says it will close its Jane’s Place Adult Day Services due to ongoing budget shortfalls, President and CEO Laura Kopp announced Wednesday, June 4. CASI also said it will discontinue its community-based senior advocacy program.

Ms. Kopp shared the news on Facebook a day after CASI’s board voted to close the center at 1035 W. Kimberly Road, Davenport. Jane’s Place provides Quad Citians a critical and hard-to-find step in care and an alternative to long-term care living.

“After careful consideration and in response to ongoing funding shortfalls, CASI will be closing Jane’s Place Adult Day Services and its community-based senior advocacy program. The organization will refocus its efforts on member-based activity programs to better serve the needs of the senior community,” the statement said.

“As funding priorities continue to shift, we recognize the need to adapt our services to more effectively and efficiently meet the evolving needs of our community,” Ms. Kopp added in the post. “While it is with a heavy heart that we announce the closure of Jane’s Place and our advocacy program, we are excited about the opportunity to enhance our member-based activity programs, which will continue to promote independence and enrich the lives of older adults through socialization, health, and wellness.”

This week’s announcement comes two years after the Scott County Board slashed its funding for Jane’s Place in response to a 2023 property tax rollback by the Iowa Legislature. The cut represented about a quarter of Jane’s Place funding.

Supporters lament news

At the time, generous Quad Citians who were then celebrating CASI’s 50th Anniversary helped to save it. If this decision stands, however, it could spell the end of both the care center that serves some 200 older adults living with brain injuries, intellectual disabilities, Alzheimer’s, dementia and other diseases and the senior advocacy program.

Clients, families and caregivers, for whom Jane’s Place offers a welcome respite, were calling the news “tragic” and “heartbreaking” on social media posts made in the wake of the announcement.

Jane’s Place has been part of CASI’s service offerings for more than 35 years. 

It also is the only licensed Adult Day Service in Eastern Iowa. Jane’s Place’s mission has been to provide a safe, positive, and home-like environment for adults who require daytime supervision due to physical, social, or cognitive impairments. 

It has played “a crucial role in supporting caregivers and enhancing the quality of life for many seniors,” the CASI statement said.

In that statement CASI also said it “remains committed to serving our senior community with compassion and excellence. Our staff will be working closely with the families of Jane’s Place participants and clients in the advocacy program to ensure a smooth transition.”
